Posted at December 31, 1969, 6:00 pm: If he's under 18, his parents are financially obligated by law to cover his a$$. Maybe a claim can be put under their homeowner's insurance policy. I work for an insurance company & just called the claims office. They said it would be handled on a case-by case basis, but its possible the parents' insurance policy may cover the restitutions.
