Several times he walks up fully clothed, and thus unable to see the tattoo, telling someone that he has this condition. Remember when he meets up with Teddy like that? "Yeah yeah, I know, you have a condition." And no, I really don't think it's 15 minutes...it must've been less several times. I think it depends on what he's doing...though I can sort of buy the "timing" it thing...but not through actual time...but rather, through his concentration. He seems to "start over" when he loses focus or just sits there dormant for a little bit.
