It's hard for me to explain, I will try it again
I learned it by trial and error
I can't explain it with words, lets try pictures

So... where did I get those numbers in my last example
If you want to affect red (h=30) and have blue (h=0) selected then you need to have a range of +/-(30+1) in order to affect red
0+31 = 3
Why do you affect cyan (h=80) as well
The reason for this is that in painter, 100+1 equals 0
0-31 = 7
So the Huerange is
70-100 and 0-3
Both cyan and red are in this range. yellow is not
The reason why I set feather to 0 is that this way, you can clearly see how it works
Yeah I know its confusing, I hope the picture shows how it works. Its the same with saturation and value just that there is no 100+1 equals 0.
