I saw this same thing happen in Were-here
More and more beginners come in, start bashing each other and spamming, old designers start slowly bowing out and pretty soon all thats left is a forum full of spammers and assholes.

Honestly I think the trick to keeping it alive would be to do something similar to what mattress suggested.
The good designers need to start posting more.
Some tutorials
Some articles of interest
Constructive criticizm
blah blah blah

But I think that as we get deeper into our jobs it gets harder to post and obviously the forum will suffer from that.
