Don't use some sort of auto tracing tool, those things are generally worthless unless you're trying to get some sort of filtered interpretation (Phtotoshop > Filter > Artistic > Cutout... Paste the jpeg into illustrator and lock it. zoom way in and use the pen tool to outline shapes as accurately as possible. if you can determine the font that was used (like Misha did) that's a big help), otherwise just trace the letter forms as well.
