I guess because it's the capital, and there's high demand - I honestly don't know, I've not bothered to find out specifics (although I suppose I should, being that I live just outside it). Most towns/cities don't have their own resources, and they aren't as expensive as London is, so I don't think that would make a big difference I don't think being an island has a whole lot to do with it, though. Our petrol prices have a massive tax rate slapped on them. Also, getting oil from the North Sea is a lot more difficult than from a field in the middle of Texas (for example) so I guess that doesn't help either.
