I am an avid buyer on eBay. I have been scammed twice by sellers but continue to buy and always try to protect myself in the normal ways – reviewing seller’s feedback, communicating with the seller via email, purchasing insurance. When PayPal announced its new “Buyer Protection Program” this fall, I was very excited. I felt like FINALLY eBay was taking action to make shopping on the site safer. Boy, was I WRONG! eBay did take action… they heavily marketed/advertised and MISLEAD the public to think they had created a new, great “Buyer Protection Program” which really doesn’t provide protection at all.

A few weeks ago, I bought a $120 phone on eBay and never received it. I tried to contact the seller a number of times and never heard from him. So I finally gave up and thought, “well, at least I can get my money back from PayPal.” Once again, I was wrong. I filed my claim and PayPal sent me their cookie-cutter “we will investigate the matter” email. I waited. Then, last week I get the following email…

PayPal has concluded our investigation of your buyer complaint.

Case ID: PP-030-748-212
Transaction Date: Jan. 21, 2004
Transaction Amount: -$126.07 USD
Seller's Email: xxxxxxxxxxxxxxx
Seller's Name: xxxxxxxxxxxxxxxx

Our investigation has determined that the seller is at fault, but we were unable to recover any funds from the seller's account. As stated in the PayPal User Agreement, Buyer Complaint funds recovery cannot be guaranteed.

If this transaction took place on an auction site, we encourage you to contact the auction site and see if they offer insurance coverage.

Well OF COURSE they can’t recover funds from a fraudulent seller’s account!!! Why would a crook steal money and then leave it in his account to which you have access??!? Any half-witted bad guy is going to commit his fraud and then disappear.

So I ask what protection they really provide?? Protection from the stupid fraudulent sellers? How does that benefit me?

How can PayPal call themselves a PAL?

SORRY FOR THE LONG RANT, I just want you all to know the scam that is PayPal's "Buyer Protection" Program.
