I could use some help/ suggestions on how to keep small photos from getting distorted when expanded

What I am doing is taking an AVI clip from my digital camera. Then, I took a trial-ware software package to do freeze frames to capture photos I wanted

From there, I cropped to get exactly the photo I was looking for (action shots of a horse). Anyhow, after I did the cropping, the photos were saved in THUMBNAIL size.

So, my question is- is anyone aware of any free or cheap software program that does freeze frame of AVI's that doesn't ultimately save the images as thumbnails

Or, perhaps a free or cheap software program that will allow me to do something with the current thumbnail to preserve the quality of the image as it expands.
