One of the twists they added to the nationals it that all positions have to be played - makes the loss/win thing less predicatable - otherwise it was like zomg! they will always lose 1 doubles position.

The problem with singles 1 is that you if you lose both doubles then you should have a strong singles 3 player who can easily carry the win or if both doubles win then your singles 3 player can decisively end the match.
