I am a self-confessed compulsive packer and 99% of what I ship is jewelry. My stated goal is the hear NO sound or movement whatsoever when my package is ready for shipment.
1. Make sure the item is clean and in "as described" contion
2. Put it appropriate size zip-lock back. I do them as small as possible so the item is held in position. This is in case the package is left out in the rain or someone leaves it in a bucket of water
3. Place the item in the best size cardboard jewelry box. Place business card on top of the item. Fold up the customer copy of the invoice to fit in the box if at all possible. Shake to see if there's anything moving in the box. Seal with Scotch tape. Wrap with tissue paper--costmetic only
4. For Priority Shipping, I use the small flat-rate boxes and wrap around the center with clear shipping tape so the box doesn't pop open. Wrap loosely with packing paper--I use the paper left over from a previous move--and place in the box, making sure the box is full. Do the shake test Seal the box, using shipping tape over the glue-down flap because it never seals right. Stick on the label and it's ready to go.
If especially fragile or expensive items, I use bubble wrap in addition to all the other compulsive steps.
For 1st class shipping, follow steps 1-3 using a bubble-wrap self-sealing mailer.
Variations available, of course but too picky to go into
5. Ready to ship

I don't use tape on packaging paper items either.

I never use tape on the item I'm shipping, only on the box I ship in.
