Is there anyway to spot a shill bidder and at what point should one notify eBay of a seller possibly using a shill?

There is a car seller whose auctions checked out to verify his reliabilty. I noticed that one bidder had bid on 10 of his car auctions within the last 20 days, yet, this bidder never won one of the car auctions. Is this pattern of biddding suspect or could this just be the pattern of a poor bidder??
