Can someone please explain to me why Paypal makes important announcements like this one on the eBay site instead of on their own site even thought this appears to affect all users, even those who do not do business on eBay?

I cannot find any mention of this on the Paypal site and for that matter, I don't believe Paypal even has an announcements page in which to place it. Last time I checked, Paypal and eBay are two different companies. So why do non-eBayers have to go onto to eBay to learn about changes at Paypal? I have no problem with eBay announcing it but why not also announce on the actual Paypal site.

UPDATE: I do now see a policy update in my Paypal account but I would have never noticed it if not for the article here.

On a side note, I truly wish that Paypal would have a general message system similar to the one they will now be using during the complaint process. Sometimes, we need to contact someone who has sent us payment but we cannot reach them because the email they have registered with Paypal is either invalid or has a spam filter making it impossible to contact them.
