How do you achieve this abstract colorful lighting effect?? Is it through filters, or brushes, or stock images? I've tried my best to figure it out but i just couldn't.
I'd really aprreciate it if someone could help me out. Thanks in advance

or brushes, or gradients with masks and opacity differences, or so on.
