Does anyone know how can I create those little popup window thingies that can contain various content (eg, images, or even a whole webpage)?

There are sites where you can roll over certain links and that will popup a window with either other HTML content or an image. For example, look at this site:
http://www.stockxpert.com/browse.phtml?f=search&txt=sky

The popup window there loads a preview image. But at other sites I've seen loading other HTML content. What is that window? Is that CSS or javascript or both? Any quick pointers how do I create one?
