I have a eBay buyer who left negative feedback (he didn't read the bold-print item description, and, from his feedback, he'd had reading-comprehension problems with other auctions before). He got NARU'd soon after for not having up-to-date contact info. Can the feedback he left be removed, or not count toward my rating? I seem to remember some change in eBay policy being made a couple years ago, but a search turns up nada.
