Hello. Does anyone know what the rules are about not paying VAT for online purchases made from EU countries if you're based in the U.S. ? A purchase I made from ebay Germany includes the 16% VAT which of course I dont want to pay. I have tried calling the German American Chamber of Commerce, and a VAT refund company, neither of which knew the answer and I emailed the German embassy, which I havent heard from yet. I couldnt find any info online about how VAT works for online purchases.

Something I saw on an ebay message board said it's basically at the discretion of the seller to remove the VAT. I did notice one ebay seller in the UK who had a statement that VAT would not be charged to non EU purchasers. Are there any regulations about this or is it one of those areas that are still gray?
