A few years ago, when communications giant, Alltel, started buying up local telephone services throughout the country, customer service took a dive. After a year of customers complaining to local government officials, news reporting venues, etc. the states became involved and started filing suits and imposing threats of huge fines if their customer service operations were not improved.

Since that time, Alltel's customer service has improved somewhat in most parts of the country. Fines that could have been levied against them were in the $millions in some areas of the country.

My question is, given the size of eBay's customer base, the impact they have on so many livelihoods and the terrible customer service they provide, would it be possible (legally) to force eBay to clean up their customer service problems? Are they exempt from this type of legislation?
